The fourth one is called the Bulwark. You can mine the Bulwark, once more, before proceeding to level 25, in any way you want, just keep going to level 25 to get your excavator power armor set. As you can see it is pretty easy to do this quest as you can use it in any situation and not only as a main quest. Go for it and enjoy playing fallout 76.

Why use power armor anyway ? The excavator gives you extra inventory weight, so for new players like me, it's a godsend. It's also a huge improvement in resistances that any armor I can make myself. So there's a couple reasons. To the OP: you'll eventually find chassis EVERYWHERE to the point where you won't even collect them anymore.
